According to the C2ER Cost of Living Index 2025 Annual Average, Houston has the third-lowest living costs among the most populous U.S. metro areas. Houston’s living costs are 7.0 percent below the national urban average and 25.1 percent below the average of the nation’s most populous metropolitan areas.
