Public Education Committee Hosts Panel of Educators

On January 24, the Partnership's Public Education Advisory Committee, chaired by Andy Waite, Co-President, SCF Partners, hosted a panel discussion featuring public educators in Houston. Sarah Tredway, an ESL Kindergarten Teacher at Baker-Ripley Elementary, Adrian Hudson a Fourth Grade Math Teacher at Sinclair Elementary, and Jennifer Collier the Principal at Spring Woods High School, met with members of the committee to discuss recruitment to the teaching profession, teacher retention and the impact of the passage of House Bill 3, Texas' school finance reform legislation, on their work. 

Tredway and Hudson opened the discussion by highlighting the importance of having strong teacher mentors when they joined the teaching profession. Collier presented an overarching strategy to recruit and retain teachers by providing support to develop teachers individually. She highlighted successful methods to improve teacher retention, including hiring a teacher support specialist, who focuses on supporting new teachers, and she discussed incentivizing successful teachers to continue to teach.

Hudson discussed the importance of facilitated peer-to-peer collaboration and mentoring, whereby teachers can learn strategies from each other and apply them in the classroom. He also expressed an interest in partnering with the business community to create opportunities for students to learn about careers in the region.

Regarding the passage of House Bill 3, Tredway applauded the increased funding for early childhood literacy. She discussed the positive impacts it will have on her students and how it can improve student outcomes in early childhood and beyond. Hudson and Collier echoed the appreciation for the increase in new state funding for public education, particularly in support of teachers. 

The committee will continue to develop forums like this to engage with educators and classrooms.

Securing Essential Water Infrastructure for Sustainable Growth in Texas

People are moving to Texas, and businesses are building new facilities. That rapid growth is straining resources, particularly water. According to a new report, Texas must invest $154 billion over the next 50 years in new water supply and infrastructure—critical needs to support the state’s expanding population and booming industries. The report from Texas 2036, a nonpartisan public policy think tank, highlights the urgency of this investment. Without reliable water infrastructure, Texas could face the loss of a million jobs and more than $160 billion in economic impact over the next five decades. The report underscores a stark reality: a comprehensive, sustainable funding strategy for water is necessary to keep Texas economically resilient and competitive. Investment Needs The 2022 Texas Water Plan and US EPA initially estimated that Texas would need $132 billion in water infrastructure investments over the next 50 years. However, Texas 2036 has adjusted this figure for inflation, raising the projected cost to $154 billion. While state and federal programs—such as the State Water Implementation Fund for Texas (SWIFT) and the newly established Texas Water Fund—are expected to provide around $40-45 billion in financial support over the coming decades, a significant long-term funding gap persists.   Click to expand Texas 2036 graphic showing cost estimate for water infrastructure needs Dual Challenges According to the report, Texas faces two challenges. First, the state must develop a broad, diversified water supply portfolio to meet the demands of a rapidly growing population and economy while strengthening resilience to future droughts. The water supply gap poses additional risks to the state’s electricity generation, as low water levels during droughts could limit power from natural gas, nuclear and coal plants. Second, aging and deteriorating drinking water and wastewater systems. Over the past five years, nearly 3,000 boil water notices have been issued annually, leaving communities without reliable water service.  Impact on Industries A severe, prolonged drought would have widespread effects on industries across Texas. Manufacturing, a key driver of the state’s economy, is one example.  The top five manufacturing regions—Dallas-Fort Worth, the Greater Houston area, East Texas (Beaumont, Tyler, Lufkin), Central Texas (College Station, Temple, Waco), and South Central Texas (San Antonio, Victoria)—together account for 82% of the state’s manufacturing GDP and 77% of its manufacturing jobs. According to research from Rice University’s Baker Institute for Public Policy, within the next 20 years, these regions could face nearly $20.8 billion in lost manufacturing GDP and over 116,000 job losses due to water shortages during a drought of record. The potential economic fallout underscores the need for immediate and strategic investments in water infrastructure to safeguard key industries and the communities that rely on them. Advocacy at the Capitol  Water infrastructure is one of the executive priorities for the Greater Houston Partnership for the 89th Texas Legislative Session. These priorities serve as a roadmap for the upcoming session, highlighting key areas of interest for the business community. Greater Houston Partnership Announces Support for Houston ISD's Proposed Bond

HOUSTON (Aug. 28, 2024) – The Greater Houston Partnership is announcing its support for the proposed $4.4 billion bond as approved by the Houston Independent School District (HISD) Board of Managers. With nearly 200,000 students and families served each year, HISD is the largest school district in Texas and the eighth largest in the nation. The Partnership recognizes the importance of a strong public education system in creating economic opportunities for all Houstonians.  The bond, which will not raise taxes, is key to ensuring HISD can safeguard the health and safety of its students, teachers, and staff, provide offerings to prepare students for future career opportunities and build modern learning environments. The proposed bond, which will be on the November ballot, comes at a critical time to provide necessary investment, particularly in vulnerable neighborhoods. HISD has not passed a bond since 2012, which only supported high schools. Elementary and middle schools have not seen significant investment since a 2007 bond. In addition, severe weather events in recent years have further stressed the district's already fragile infrastructure, increasing the likelihood of future disruptions to instructional time. HISD students face unacceptable conditions, including lead-laced water, faulty heating and air conditioning systems, and facilities with rats and mold. The Partnership stands behind Houston ISD's efforts to provide students with the necessary resources, facilities, and opportunities to learn.
